According to the Blackstar website a new Elton DVD is released on April 14, 2003, but must be confirmed.
This DVD would be entitled Greatest Hits Live (not to be confused with the One Night Only DVD of Madison Square Garden October 2000).
As it appears, you can already order it from the Blackstar website.
